Leadership in Public Crises and Emergencies

Course Description

The COVID-19 pandemic enveloped us all. For three years, it led to many changes in our daily lives, public affairs, the economy, and education. The pandemic also vividly raised questions about how to prepare for a future outbreak of infectious disease such as others we’ve seen this century: COVID, Ebola, SARS, H1N1, MERS, Zika, and,most recently, Mpox. While by far the most dramatic and far-reaching crisis that we have experienced in our lifetimes, COVID19 is by no means the only severe emergency that we have lived through. Most countries have established specialized emergency organizations to prepare for and respond to crises in a timely manner.  Furthermore, businesses, universities, and non-profit organizations also need to be prepared for extreme events. They have done so, for example, by developing crisis management structures and teams to lead a response, preparing emergency measures and continuity of operations plans, and conducting emergency drills to protect staff, customers, physical facilities, and the community. Ordinary people, too, need to prepare themselves and their families and communities for the potential dangers of crisis. In addition, concerned individuals need to understand the dynamics of severe emergencies to prepare themselves and their families and thoughtfully to exercise their responsibilities as citizens – including working with others in their community on preparedness and, in the event of emergencies, on response.

课程简介

新冠疫情席卷全世界,对我们的日常生活、公共事务、经济和教育等领域带来了诸多改变。这场疫情也提出一个问题:如何为未来可能爆发的传染病做好准备?例如本世纪我们已经见过的其他疫情——新冠、埃博拉、非典(SARS)、甲型H1N1流感、中东呼吸综合征(MERS)、寨卡病毒(Zika)和猴痘(Mpox)。尽管新冠疫情是我们一生中经历的最为深刻且影响最广泛的危机,但这绝不是我们所经历的唯一严重紧急的情况。大多数国家已建立专业的应急组织,为危机做好准备并及时应对。不仅如此,企业、大学和非营利组织等也需要为极端事件做好准备。普通民众也需要为自己、家人和社区的潜在危机做好准备。此外,关心公共事务的个人需要了解重大紧急情况的动态,以便更好地为自己和家人做好准备,并以公民身份履行责任——包括在社区中与他人共同开展应急准备工作,并在紧急情况下共同作出应对。
